| 近年来，乡镇债务呈现出不断新增且加速的态势，对农村基层政权建设产生了严重的负面影响，因此探析其产生的根源是研究化解对策的重要前提。由于乡镇债务是我国社会经济转型期产生的一种特殊现象，其形成的原因是多方面的，也远非某一学科所能剖析完全，因此选取行政学的研究视角为切入点，将乡镇债务的产生机理与现实体制联系起来考量，有利于跳出财政收支视野，探究乡镇债务产生的体制成因，从而寻求更为广阔的解决之道。 |

| In recent years, the debt of villages and towns is increasing and accelerated increase, which has severe negative influence on rural grassroot government construction, thus, analysis of the reasons for the emergence of the debt is an important premise to produce countermeasures. Because the debt is a special phenomenon in China’s economic transitional period, the reasons are multiple and can not be completely analyzed by a science, so, using administration science as the starting point and examining the debt by combining the producing mechanism of the debt with its realizing system are helpful to discuss the debt without considering financial revenue and to explore the systematic reason for the debt so as to obtain more solutions. |
