| “一党执政”等于“一党专制”似乎是一条不可挑战的公理，诚然偏见、先见、权威导致了误读，从而混淆了“一党执政”与“一党专政”的含义，然而造成当前巨大困境却在于官方和学术界没有从根本上解决一党执政在中国的逻辑必然性。中国政治体制改革从纵向看自上而下，横向看由政治国家到市民社会，与西方典型的民主逻辑颠倒；中国政治体制改革的核心不是市民社会而是政治国家，改革的重点不是国家如何实现法治化、现代化、民主化，而是党如何实现法治化、民主化、现代化；在党与国家的关系上，不是国家领导党，也不是党政分开、以党代政、党政合一，而是党要领导国家，党高于国家。 |

| Analysis of China's unique logic for political system reform |

| Abstract: |
| “One party for ruling” as “one party dictatorship” can not seem to be a challenge to the truth, of course, prejudice, foresight and the authority lead to misunderstanding, thus confusing the meaning of “one party” and “one party dictatorship”. The current big difficulties caused by the current government and academia are not to fundamentally solve the logic of necessity of one-party governance in China. This paper attempts to explore the special logic of political reform in China, concludes that: the Chinese political system reform should be from top to bottom in the vertical view, but in horizontal view, the reform should be from the political state to civil society, which is reverse logic to typical democracy of the western countries. The core of China's political reform is not civil society but a political country, the focus of reform is not for a country to achieve the rule of law, modernization, democratization, but for the party to achieve the rule of law, democratization, and modernization. In the party's relations with the country, a country should not lead the Party, the national politics should not separate from the Party but use the Party to represent the politics and combine the politics with the Party. However, the Party leads the country and is higher than the country. |
