| 近期被媒体曝光的“王佳俊冒名顶替上大学”一案受到社会各界人士的关注。深藏“冒名”背后的权力腐败现象亦成为众矢之的。然而，王佳俊的冒名顶替事件只不过是近几年频发的教育系统权力腐败案件的凤毛麟角，真正值得思考的是作为制约权力腐败的法律监督制度为何被一再虚置化？难道在“权”与“钱”的面前，所有的制度设计都将不堪一击还是另有隐情？我国高考背后法律监督制度的缺陷何在？其一再被虚置化的原因究竟为何？以往的“以权力制约权力”的思路是否还具有反思的余地？是否还存在一个更为有效的权力制约机制？ |

| Recently, that Wang Jiajun assumed the identity of another person was exposed in media, whose case aroused public attention of various circles. The power corruption behind the colour of title becomes the target of public attacks. However, Wang Jiajun case is only something extremely rare in educational system corruption cases, what we should think is that why the legal supervision on the corruption becomes weak again and again. In the face of power or money, all system design can not withstand a single blow or other reasons exist. Where is the legal supervision system behind college entrance examination? What is the reason for the weak system? Whether is it worth rethinking on using power to restrict the power? Does a more effective power restriction mechanism exist? These are main issues discussed in this paper. |
