| 基本公共服务均等化和区域经济协调发展，必须首先厘清区域之公共服务供给与经济发展关系的差异。基于中国东部和西部的省级数据,运用面板数据单位根检验、协整检验,对东部和西部基本建设支出和科教文卫支出与经济增长的长期关系进行了比较研究。结果显示,东部和西部基本建设支出和科教文卫支出与经济增长关系具有明显差异:西部地区基本建设支出对经济增长的贡献明显高于东部地区；而东部地区科教文卫支出对经济增长的贡献远高于西部地区。因此,在不同的区域条件约束下,区域公共服务供给与经济增长之间的相互关系并不稳定一致。在此基础上,提出 |

| Empirical study of the relation differences of public service and economic development in east areas and west areas |

| The basic public services’ equalization and regional economies coordinated development are necessarily to rationalize the regional difference of the relation of public services supplying and economic development. This study is based on China’s eastern and western provinces data, uses panel unit root test and cointegration test to study long term relations of the capital construction expenditure and science, education, culture, hygiene expenditure with economic growth between eastern and western areas. The results show that the relation of eastern and western capital construction expenditure and the science, education, culture, and hygiene expenditure with the economic growth has the obvious difference: the western capital construction expenditure has higher contribution than the eastern; But the eastern science, education, culture, and hygiene expenditure has higher contribution than the western. Therefore, in different regional restriction conditions, the relationship of regional public service supplying with the economic growth is not stable. Based on the result of study, we propose suggestion for Chinese economic system reform and the financial policy. |
