| 以边疆民族地区的典型代表——新疆为基点，通过相关外贸数据的采集，分析新疆外向型经济发展的现状与不足，提出其外向型经济水平不高的根本原因在于地方政府制度创新供给及外贸企业技术创新能力双重匮乏，在此基础上对政府和企业提出相应的创新策略，为其他边疆民族地区提高其外向型经济水平，加速经济发展和社会稳定提供借鉴与参考。 |

| Taking Xinjiang for instance, this paper collected the related data of foreign trade, and analyses the actuality of Xinjiang’ s open economy and the reasons and points out that the basic reason for low open economic level of Xinjiang is dual shortage of local government institution innovation supply and foreign trade enterprises technological innovation ability. On this basis, the paper gives some related innovative strategies to the government and enterprises, which expect to improve the open economy level of other frontier districts and accelerate the economic development and social stability. |
