| 近年来，外资非正常撤离现象时有发生，给中国相关利益方带来严重经济损失。外资非正常撤离行为是一种严重违背我国法律的行为，应当承担相应的法律责任。这些责任的实现需要借助于国内法和国际法两个层面上的机制和措施才能落实。但是，目前我国国内法制对此类违法行为的规制不十分完善，国际方面的责任追究机制也需要进一步加强合作。 |

| In recent years, the abnormal pullout of a small number of foreign invested enterprises from China has occurred in some areas, causing heavy economic losses to the relevant Chinese interested. The abnormal pullout of foreign investment is a kind of behaviors that breached our laws seriously and the foreign invested enterprises must take the responsibility accordingly. The responsibility should be taken with the help of the measures and mechanisms in domestic and international laws. However, the measures against such behaviors in domestic law are not very perfected and the international responsibility investigation mechanism needs further consolidation of cooperation. |
