| 我国正处于社会转型阶段，弱势群体是社会转型时期的特殊产物，在我国弱势群体的公民权仍然没有得到很好的维护。基于行政伦理的视角，研究我国在转型期的弱势群体公民权问题，从外在维度和内在维度来分析我国弱势群体公民权的障碍因素，并从行政伦理的制度伦理与个人伦理角度探求了实现弱势群体公民权的路径。 |

| Abstract: |
| China is in its social transitional period and vulnerable group is the special product of the social transitional period, and in China, civil rights of vulnerable group are not properly protected. Based on administrative ethics perspective, this paper studies civil rights of vulnerable group in China’s social transitional period, analyzes barrier factors of the civil rights of the group from outside perspective and inner perspective and discusses the path to realize civil rights of the group from institutional ethics and individual ethics of administrative ethics. |
