| 高新技术企业是创建创新型国家过程中的关键环节。从高新技术企业的界定着手，经过深入地研究分析，发现高新技术企业的特征主要表现在：组织战略上以创新变革为动力；组织结构上以市场适应为导向；组织文化上以开拓进取为指引；组织资源上以知识资本和人力资本为核心。最后针对高新技术企业特征提出了相应的管理对策。 |

| High tech enterprise played an important role in the process of creating an innovation oriented country. This paper proceeds with the definition of the high tech enterprise, and endeavores to analyze the characteristics of the high tech enterprise that innovation is the driving force in the aspect of organizational strategy, market fitness is oriented in the organizational structure, forging ahead is the guide to the organizational culture, the intellectual plus the human capital is the core of the organizational resources. Finally, the paper gives the countermeasures based on these characteristics. |
