| 我国古代无社会保障这一概念，但却客观存在着大量的荒政思想、荒政政策、养老抚幼制度、扶贫救济制度等，这些实际上现在保障制度的原始理念和雏形。中国古代政府一直把天灾人祸、弱势群体看成行政的重要组成部分，为现在社会保障工作的开展积累了丰富的经验。 |

| Ancient China does not have the concept of insurance but has a lot of ideas and policies for hungry affairs of the state, feeding the old and the young, and supporting the poor and relief system and so on, which are really primitive social insurance ideas. Ancient China regarded disasters and poor group as an important part of administration, which accumulated abundant experience for social insurance work. |
