| 摘要: |
| 自公共治理理论提出以来，公共行政学界对于“什么是治理”还存在着相当程度的分歧。因为学界无法在“什么是治理”这一问题上达成基本共识，进一步导致了对“如何进行治理或治理是如何被组织起来”在制度层面的研究更少，如果不解决治理本身如何进行运作这个问题，那么治理只能停留在设想甚至是理论层面。根据哈贝马斯的协商理论，可以认为公共治理本质是一种交往行为，因此，公共治理的各主体应以公共协商为基础，增进理解、达成共识，建立起一种公共治理的网络式合作机制，以达到公共治理的目标。 |

| Abstract: |
| Since the theory of public governance emerges, the experts and scholars argued the problem of “what governance is”,and there are still considerable differences. Because all the experts and scholars cannot reach a basic consensus to this issue so that all pay less attention to the problem “how to carry out governance or governance is how to be organized”. According to Habermas’s communicative activities theory, in the nature,public governance is a communicative activity.Therefore, based on consultation ,the main body should enhance mutual understanding reach consensus, and establish a network of public governance cooperation mechanisms,at last, achieve the goal of public governance. |
