| 随着社会主义市场不断的深入发展，土地作为人类生产生活必需的重要稀缺资源，其流转形式越来越受到学者们的关注。从城乡统筹角度切入，以马克思主义地租理论为基础，结合新公共管理主义以及国内外的实践经验 ，提出了适应中国国情的土地流转机制。即政府应当实现“掌舵而非划桨”的职能转变，放松对土地流转的管制，加强对土地用途的管制。政府应该加强立法，做好监督与服务工作，引导构建良好的土地市场，健全农村社会保障制度。 |

| Abstract: |
| With the development of socialist marketing economy, the transfer of land which is the necessary important scarce resource of human's production and life has got more and more attention of the scholars. This paper brings about a land transfer system which is adaptive to China situation combined with Marxist Ground Rent Theory, knowledge of new public management and land transfer practice at home and abroad from a perspective of rural urban coordination. That is to say, the government should realize the function transition of steering rather than rolling, loose the control of land transfer but tighten the management of land use. The role which the government should take is not to contend for interests with people, but to supervise, service, and legislation, establish a good land market,and complete social security system. |
