| 刑事审判机关在统筹城乡综合配套改革试验中的功能应是保驾护航，提供稳定的改革、发展环境；控制改革风险、降低改革成本，为改革试验本身提供正当性。为实现上述功能，应从宏观、微观两个方面采取措施应对来自职务犯罪、农民工犯罪、未成年人犯罪、群体性事件演化的犯罪以及土地、环境、资源、金融类犯罪。 |

| The function of criminal adjudication tribunals in overall urban-rural comprehensive reform test is to protect and provide stable reform and development environment, to control reform risk, to lower reform cost and to provide reasonable condition for reform test. In order to realize above functions, the measures from macro and micro level should be taken to deal with duty crime, peasant-worker crime, teenage crime, group crime, land crime, environment crime, resources crime and financial crime. |
