| Governing higher learning institutions by laws,as an important component of governing education by laws,is the necessary choice for school management in the new era.However,the existent problems such as weak ideas of governing school by laws,incomplete internal laws,and regulations and weak processing ideas have become the restrictive factors to hamper the development of governing higher learning institutions by laws. |
