| 完善残疾人社会福利制度，具有重要的战略意义和现实意义。目前，我国残疾人社会福利在医疗康复、就业、教育、基本生活和环境建设方面存在诸多问题，为此我们在残疾人社会福利建设中要建立两大子系统、发挥三方力量和完善五项基本内容，从而使我国残疾人社会福利事业取得长足发展。 |

| Completing the social welfare system of disabled persons has strategic practical significance. At present, Chinas social welfare of disabled persons has many problems in such aspects as medical rehabilitation, employment, education, basic living and surrounding construction. China should establish two major subsystems, use tripartite force and improve the five basic contents in the construction of the social welfare of disabled persons. |
