| 学报的竞争力可由三个层次构成：第一层次是学术竞争力；第二层次是编辑竞争力；第三层次是出版竞争力。学术竞争力是学报的核心竞争力。三个层次的竞争力辩证统一，相辅相成，协调整合形成综合竞争力。提高学报竞争力要注意核心竞争力与综合竞争力并重。提高学报竞争力和学报质量进入核心期刊可考虑四个路径：学习路径、工作路径、科研路径、开放路径。从学报的内在质量和外在质量来看，提高学报竞争力和学报质量可考虑十个方面的措施。 |

| The competence of a periodical is composed of such three levels as academic competence, edit competence and hireachy publication competence. Aademic competence is the core competence of a periodical, the competence at the three levels is dialetical unified, and supports each other, and coordinates with each other and integrates into each other so that comprehensive competence is formed. Promotion of core competence of a periodical should emphasizes both core competence and comprehensive competence. The periodical competene and quality can meet the benchmark of core periodical alignment of China through four paths such as learning path, working path, scientific research path and open path. The measures in ten aspects should be considered to enhance the competence and quality of a periodial from the angle of external and internal quality of a periodical. |
