| Public policy is a means of authoritative distribution of social resources by government. The interest subjects in public policy，can be classified as policy-makers , policy-implementers and policy targets , while public policy is made , implemented , and assessed in the game of these three interest subjects. In this process of game , the game principle of public policy making is introduced. |
