| 政府间财政转移支付目的于提高全社会公共服务水平，并在此基础上实现全社会公共服务的均等化。一般性转移支付属于无条件补助，是我国目前最规范最客观的补助项目，也是提高地方财力，增强公共服务水平主要手段。用实证方法论证我国地方政府的公共支出与地方政府税收及所接受的一般性转移支付资金间的关系，可以看到：我国的一般性转移支付资金存在“粘蝇纸效应”，它在地方政府提供公共产品与服务上具有正负两种作用。 |

| Abstract: |
| The final aim of intergovernmental grants is to achieve equalization of the supply of public products and services. The intergovernmental grants in China have many types, but the Lump-sum grants is the most canonical and external one, and is the main method to improve the level of the supply of local public services. This article study on lots of empirical data, and draw a conclusion that the flypaper effect exists in China, which has deep relationship with intergovernmental grants. |
