| 在学报编辑出版全过程中：策划、选题、组稿、约稿、审稿、定稿、编辑、排版、校对、印刷、出版、发行、营销、审读、反馈、评审等过程中，审稿是关系学报学术水平或者说内在质量，提高学报学术竞争力，进入核心期刊的重要环节。审稿在学报编辑出版全过程中的作用可从多个方面去认识。同时，对于稿件的取舍也可考虑从十个方面去把握：即注意“一特色”、“二标准”、“三类”、“四唯”、 “五规范”、“六层面”、 “七齐”、“八性”、“九种”、“十新”。 |

| In the process of editing and publication of periodicals including planing, choosing title, organizing manuscripts, manuscripts invitation, manuscripts examination and approval, selecting manuscripts for publication, editing, typesetting, proofreading, printing, distribution, marketing, error-checking, feedback, evaluation and so on, manuscripts examination and approval is an important step for a periodical to raise internal quality, academic level, academic competence and core-periodical allign entry. Manuscripts examination and approval can be explained in ten aspects such as academic level, psychological level, cultural level, information science, media science, economics, academic ecology, scienfic development, knowledge upgrade, the relationship between subjectivity and objectivity of manuscripts examination and approval. Meanwhile, the use or non-use of the manuscripts can be decided by ten steps such as characteristics, standard, classification, unique style, standardization, hirarchy, sufficient reference, quality, types and upgraded contents. |
