| 目前,我国行政管理支出规模呈不断扩张的趋势。财政管理制度不健全是导致行政管理支出规模扩张的一个重要原因,具体表现在行政管理支出预算编制不合理、行政管理支出约束机制不健全、行政管理支出缺乏科学合理的考核评价机制等方面。为了有效控制我国行政管理支出的规模,我们必须在预算编制和管理、政府采购、绩效考评等方面建立财政约束机制。 |
