| 以公共财政为指导思想,结合我国国情现实,就公共卫生支出的规模和结构进行了分析和讨论,认为当前该项支出规模偏小,并且其支出结构也存在诸多的不合理性,这些规模和结构性问题应当给予调整,使其真正符合公共卫生的"公共性",既满足社会公共需求. |
