| 宅基地立法是宅基地法制建设的重要组成部分。根据土地制度演变与土地管理体制演变,可将宅基地立法分为宅基地私有时期的立法、人民公社时期的宅基地立法、改革开放初期的宅基地立法、城乡土地统管阶段的宅基地立法、城乡土地体管理制转轨阶段的宅基地立法等五个阶段;不同的发展阶段具有不同的立法内容,不同的立法内容具有不同的特点。 |
