| High efficiency,democracy and legalization of administration are inevitable trends of administra- tion modernization.However,China's administration can not follow the pace of modernization because of the defect of administrative object choice in objective reality and the advantages of administrative subject.The par- ticipation of non-governmental organizations in administration is the path choice of China's administrative modernization. |
