| 新农村建设面临农民增收、社会事业发展、社会保障、突发事件和公共安全、基层组织建设等问题。要解决这些问题,必须以提高县级政府的施政能力为基础。但县级政府存在驾驭市场经济的能力不强、依法、科学、民主施政能力不强、应对突发事件和复杂局面能力不强等问题。只有在施政班子、施政理念、施政方式、施政效率、施政执行和施政廉洁等方面有一个大的进步,才能切实提高县级政府的施政能力,才能为新农村建设奠定一个良好的基础。 |

| Abstract: |
| New village construction faces the difficulty in increase of peasants'income,social industry development,social in- surance,accidents,public security,grass-root organization construction and so on.In order to solve these problems,China must initially promote ruling ability of county-level governments,however,current county-level governments have inability to drive market economy,to implement their policy lawfully,scientifically and democratically and to deal with accidents and com- plex situation.Only bigger progress in ruling team,ruling ideas,ruling method,ruling efficiency,ruling execution and in hon- estly and clearly ruling the people and so on is made,can the ruling ability of county-level governments be promoted to lay a good foundation for new village construction. |
