| 现代的行政管理必须建立现代的行政决策机制,而公共决策的科学化、民主化、法制化则是现代行政决策机制的总目标,是一个多层次化的目标体系。要建立现代行政决策体制,就要对现实存在的问题进行合理的规划和改善,一方面要保证决策必须反映民心民意,另一方面也要确保决策必须符合法律、符合程序,具有科学性和可行性。 |

| Modern administration must establish modern administrative decision-making mechanism whose total objective is to make scientific,democratic and lawful public decision and is a multiple-level objective system.In order to establish modern administrative decision-making system,real problems should be reason- ably planned and improved,on the one hand,the decision must reflect the will of people,on the other hand, the decision must accord with laws and procedures and have scientific basis and feasibility. |
