| 中国反倾销公共利益立法中因没有对调查程序规范作出明确规定,在实践中带来不少困惑。WTO成员中的欧盟和加拿大关于如何落实反倾销公共利益原则的程序保障方面有其特色,尤其表现在扩大申请人的资格范围,规定听证程序,设立告知权规则,明确调查时限,规定说理规则等方面,这对完善中国反倾销公共利益程序保障有借鉴意义。 |
