| 流浪儿童救助机制要取得长期有效的救助效果,必须从关注流浪儿童的根本需求出发,在保障流浪儿童的基本需求的基础上,结合其他相关政府部门与社会团体、人民群众的支持和帮助。从个别到一般,逐步深入地解决城市流浪儿童问题,使救助机构的工作方式形成良性有效的循环,不管在预防流浪儿童出现阶段还是救助流浪儿童阶段都能够较好地协调、解决流浪儿童问题。 |
