| 为维护社会公共利益需要,我国确立了土地征收制度。但实践中,我国土地征收制度越来越暴露出其不适应性,土地征收过程中,损害农民权益及农民集体利益的情形时有发生,并对社会稳定产生了消极的影响。为使我国的土地征收制度适应市场经济的要求,必须尽快建立一个既能确保适度管制,又能促进农地流转的农地制度体系,以更好地维护农民的合法权益。 |
