| 政府雇员制是指纳税人出资委托政府从社会上雇用专门人才服务于政府某项工作或某一政府工作部门,但雇员不具有行政职务、不行使行政权力、不占用行政编制的一种人事制度。我国政府目前的主要工作应该放在精简机构和公务员改革上,对政府雇员制还需要逐步的改革和完善使其真正起到提高行政效率,降低行政成本,吸引人才,促进公务员制度改革的作用。 |
