| 实现充分就业是构建和谐社会的重要目标.我国在当前和今后一个时期就业形势严峻.为破解就业难题,我们要认真研究扩大就业与经济增长、产业结构调整和技术进步的关系;研究扩大就业与国有企业改革、发展多种非公有制经济和多种就业形式的关系;研究扩大就业与保障劳动者权益、增强企业社会责任的关系;研究政府、企业、社会中介组织和劳动者各自的责任;研究完善劳动力市场和扩大就业的政策措施.化解劳动力整体文化素质较低与产业结构升级的矛盾;化解传统就业观念落后与新兴劳动力市场现实的矛盾;化解宏观管理改革滞后与市场经济发展需求的矛盾. |
