| 近年来,在国际经济领域,中国对外出口商品在国际市场上遭受反倾销诉讼有增无减,呈上升势头.一个重要原因是西方发达国家将中国认定为"非市场经济体"国家,随意使用"替代国制度",频频发起对中国的反倾销,使中国企业蒙受重大损失.西方国家针对"非市场经济体"的出口商品计价实行的所谓替代国计价法,往往在替代国的选择上随意或恶意选择经济发展水平较高的市场经济国家,甚至用发达国家来做所谓的"替代国",将中国具有比较优势产品的真实低成本人为认定为虚拟的高成本,从而将反倾销设定到出口企业无法承担的程度,使中国企业失去正常的国 |
