| 通过对我国制度安排的分析,可以发现许多可能影响财政政策效果的旧有制度,在向新制度变迁时,必然会导致政府财政政策传导机制的梗塞,甚至出现政策的作用机制发挥失灵.当前实施的稳健财政政策,要达到良好的效果,必须从有关影响政策效应的制度安排上进行与之相适应的改革,同时在政策手段上多运用税收调节手段. |
