| 近年来,我国经济在快速增长的同时,就业尤其是人才就业却严重不足,出现了令人费解的经济高增长与低就业并存的现象.这主要是由于当前我国低水平分工和低人才资本积累造成的.通过制度创新推动分工,消解人才就业制度约束,重视人才资本的积累,鼓励创业与非公制经济的发展,建立全国统一的人才市场与社会保障体系是促进人才就业增长的重要举措. |
