| 随着城市化的推进,大量农用土地被征用,大批农民因失去了赖以生存和养老的土地而成为失地农民,成为了名副其实的"三无群体"--务农无地、上班无岗、低保无份.如何做到既能满足建设所需的土地,又能切实维护好农民的根本利益,解决好失地农民的社会保障问题,确保社会稳定,成为摆在各级政府面前的一项严峻而又艰巨的任务. |
