| 尽管理论上认为自由贸易对世界整体来说是最好的政策,并在实践上不断推进.但贸易保护作为贸易政策的另外一种声音,一直就与其交织在一起,不论是理论还是实施手段方面都在发展,而且不论发展中国家还是发达国家,贸易保护在各国贸易政策中都占有一定的地位.目前,WTO条件下的隐蔽贸易保护盛行,分析各种保护贸易的理论和政策的产生和实施过程,认识其特点、规律和本质,是十分必要和有意义的. |
