| 随着社会的发展,各个层次、各级各类的人才需求对高等教育提出了新的要求,党的"十六大"报告也提出:要"造就数以亿计的高素质的劳动者,数以千万计的专门人才和一大批拔尖创新人才".而我国过去的高等教育主要是"精英教育",难以适应新时期发展的要求,所以中央政府在1999年对高等教育进行了调整,实行高等教育的扩招政策. |
