| 我国已初步建成了一个全国性的社会养老保险制度 ,在实践中也取得了一定成效。但当前仍然存在保障资金缺口较大、基金管理不够规范、城市居民最低生活保障制度覆盖面不宽等问题。因此 ,尽早建立起一个基金充裕、管理高效 ,并和国际惯例接轨的社会养老保险制度显得十分必要 |
