| 国有银行改革的中心环节是解决国家作为社会管理者和国有资本所有者的双重身份问题。要建立现代化金融企业制度 ,就必须剥离国有银行的双重身份 :少部分改造为政策性银行 ,大部分改造为股份制银行。国有银行量大集中本身是大量国有企业存续的需要 ,也是政府经营管理国有企业的资金依托。因此 ,国有银行改革应与国有企业和政府机构改革协同进行。 |
