    摘要:

    诚实守信是一个科技从业人员的基本素质,信用评价是衡量科技信用的基本手段。针对科技活动中项目承担单位、项目负责人、评审评估专家及专业评估机构四大诚信主体科技诚信评价需求,提出了一种多级模糊评价模型,建立了科技信用评价的分层指标体系、被择集、分层权系数向量等模糊评价参数,案例分析表明该多层次模糊评价的科技诚信评价方法有助于基于复杂科技诚信评价指标,形成定量的评价结果,避免评价过程中的人为因素和片面性,可为决策提供强有力支持。

    Abstract:

    Honesty is the basic character of science and technology personnel.Credit evaluation is the basic means of scientific and technological credit.Aimed at the demand for credit evaluation of undertaking unit of the projects,project leader,evaluation experts and evaluation agencies in scientific activities,a multilayer fuzzy evaluation model is put forward,in which hierarchical index system of scientific and technological credit evaluation,options set,separatelayer weighting coefficient vector and other fuzzy evaluation parameters are established.Case study shows that based on complicated scientific and technological credit evaluation system,this scientific and technological credit evaluation of multilayer fuzzy evaluation gives quantitative evaluation avoiding human factors and partiality in evaluation process,and provides powerful support for decisionmaking.
