People are the core to realize modernization,this paper analyzes the factors to trstrict edition-subject modernization of academic periodical offices of higher learing institutions,discusses that the modernization of periodical offices must depend on the people and points out that human modernization must be firstly realized in order to realize edition and publication modernization,howerer,education is an important method and path to realize human modernization.
