《普通高等学校学生管理规定》确立了学生申诉制度,这项制度是针对学校和教师不当的教育、管理和侵权行为而制定的。要真正实现"以人为本",充分保障学生的合法权益,必须对学生申诉委员会的组成、申诉范围、申诉程序以及申诉后的救济渠道加以完善。
