分析了社会保障制度产生的根本原因及当前我国农村对社会保障的需求,并且在此基础上,理清了我国农村社会保障制度发展的思路;经济发展水平决定我国农村社会保障模式,社会保障水平的确立要立足于当前和未来的需求,以农民工和失地农民的基本社会保障为突破口实现城乡接轨。
