在上半部分概述国有资本经营预算制度的研究背景等问题的基础上,介绍了全国和地方国有资本经营预算的现状,讨论了国有资本经营预算制度的基本问题,阐述了国有资本经营预算制度研究的评价、思路与政策建议,最后,对国有资本经营预算制度研究作了展望。
