以1997年为基期，2001年为末期，对重庆市第三产业十个行业进行偏离一份额分析，分析表明重庆直辖后第三产业发展较快，且部门结构对经济总量增长的贡献较大，第三产业已具备一定规模；但有些部门的区域竞争力偏离分量为负。应重视第三产业发展，并制定相应政策为第三产业发展创造良好的外部环境。
