随着电力事业的迅速发展，电能量由人工采集和计费转向计算机系统进行远程自动采集和计费，针对远程采集与计费管理系统的特点，对系统的硬件和软件实现进行设计和规划，系统的硬件采用扩频低压载波表集中器上位机，软件采用Powerbuilder7.0 SQL Server7.0。
