Quality evaluation for academicstyle and specialized PhD candidate cultivation has comparatively consistent recognition at home，mathematical methods by constructing multiple evaluation indexes are used to evaluate the quality but there is short of the evaluation on the PhD candidates serving national speciallyneeded projects This paper analyzes the particularity for cultivating national speciallyneeded talents，constructs three primary indexes，thirteen indexes and fortytwo observing points for talent cultivation based on the relative principles，makes explanation for index selection，and establishes evaluating method for index weights and TOPSIS evaluation method
