According to statistical data of Chongqing in 2009,this paper constructs a comprehensive evaluation system,uses factor analysis to makes the economic development of each coutry or district of Chongqing based on this evaluation system,classifies 40 counties or districts into four class areas according to gradign results and propose an overall development plan.
