分析了共同开发利用边区水资源的重要作用及其可行性,指出边区水资源开发利用中存在的诸多问题及原因,并针对边区自身特点提出可行的对策:更新观念,树立协调合作思想;统一规划基础设施建设;加强人才队伍建设;完善协调合作机制。

Abstract:

The border regions of Chongqing, Hubei, Hunan, and Guizhou boast rich water resources. However, unreasonable exploitation and utilization of the water resources have restricted the impetus for the regions to transform advantageous energy into real impetus
