政治核心作用是高校院(系)党总支工作的定位。院(系)党总支要充分发挥政治核心作用,必须确立党政共同负责制。应该从切实抓好制度建设、认真处理党政关系、始终抓好组织建设、校党委科学领导等4个方面来解决这个问题。
