在我国农村集体建设用地使用权无序流转已有多年,虽然国家采取多种措施治理过,但都收效甚微,农村集体建设用地使用权无序流转仍在发生。为合理引导和规范农村集体建设用地使用权流转行为,对农村集体建设用地使用权流转现状、问题及原因进行分析和研究已成为必要。
