城市交通改善规划是针对日益恶化的城市交通环境的一种具有“补救”性质的近期建设规划。从城市交通改善规划的特性入手,分析了规划的目标体系、规划内容及编制流程,建立了一个动态的规划评价体系,以保证交通规划的延续性,并利于实施。
